The keyword is free.
Windows Movie Maker is the only really free one I've played with. But its pretty basic. I am not aware of any 'real' free ones. Try searching Sourceforge for some. Or what you can do is download Sony Vegas or Adobe Premiere and do their 30 day trials.

I'm surprised that the superb listing of free/open source software above (Cinelerra/VirtualDub/etc) missed one very obvious 'already being used' piece of software - Blender. Yes, it's a 3D modeling and animation app - it also includes a non-linear video editor, very useful for doing 'higher end' things like expensive pay software. http://blender.org for more.
