Looks like an M-42 Duster twin 40mm AAA tank.

Wow, someone actually built a weapon with those flash gordon thingys on the end? Looks like some cheap Tyco toy I might have played with as a kid.  :huh

No, it there new "Hydro-Sub M-42".  They are still in the testing stage.
