Who is the Gate Keeper for the Max. number of Players in an Arena and why does the number constantly change from 100 to 400 and in between? Thank You Ketinkrad

The gate keeper is AI and the population limits change to keep the two populations from being too lopsided..

i think it's scripted to balance the player count between the other MAs.
