Intel is releasing the D0 stepping to the i7 920 CPU.
The only thing that changes is the amount of power consumed per clock. The new stepping uses less power at the same clock rate of the old stepping.
This means it will overclock better and higher on less voltage than the current C0 part. Or if you are not into overclocking, it means the CPU will run cooler.

Does this mean that the 4.2+ GHz I am getting now can see 4.5 and beyond ? :aok

One thing it means, for certain, is you will be able to lower your voltage to stay at 4.2+Ghz.

Is this something that is built into the cpu? My question I guess would I have to buy the I7 that has this feature?

It is just an update to the current i7 920. Like any silicon update, it is being done in manufacturing.
Yes, you would have to buy a D0 stepping i7 920 to get that.

How about 4.4GHz on an E8400 does that count?
