A variation of the Japanese Nambu pistol Type 14 (see a few differences). If so, the Nambu was a POS like most Japanses small arms of the period.

Could it be Japanese "Nanbu" ?
Thought those sights doesn't look like they're from military-pistol and cocking handle looks odd.

This is a "Baby" Nambu in 7mm caliber.
It differs from the standard 8mm Nambu in size (being 1/3 smaller) and it retains the grip safety of the 4th year Nambu. The 14th year Nambu omitted the grip safety to cut manufacturing costs.

My source indicates it to be a Taisho 04 (Nanbu)(8mm)
