How do you make these?  Do you need illustrator for this?  Please help.

I used "Paint Shop Pro Photoshop X2" to make them from start to finish. You can get a free 30 day trial here http://www.corel.com/servlet/Satellite/gb/en/Product/1208530085925#versionTabview=tab1&tabview=tab6
