It could also be M13/40, hard to say from that pic.

Since it appears to have the short barrel 47mm gun, I'm inclined to believe that these are Italian M13/40 tanks photographed in the Libyan desert.

AFAIK only difference was M14 got more powerfull engine (125hp -> 145hp), not sure thought.
