Does anybody know if there is a program or media player that can translate and put up subtitles.

Not sure we've come that far yet. Doing it in real-time would probably require more than any home system could handle right now.
I'd look into finding a subtitles file for whatever you're watching. If it's a movie or series, it's probably out there. Load the media with VLC Media Player and point to to the subtitles file.

Far as I am aware of, the only way to do it is like what OOZ said. Have to manually create subs or download a file and import them into the clip.
Or find the clip already subbed if possible.
But if you are wanting it to do it automatically, there are none that I have ever heard of (and I have a BIG interest in subbing)
