Title: Video Card

I got a question about video card it is Nvieda  8500GT also Phemon 4 with 3gigs of memory 7.0 hardrive tried everything bring frame rate is this card lower end ? Frame rate is around 40.

A DXDIAG output would be helpful in diagnosing this.
