I think that's the Phalanx system. :)

On most of the class, another 5" turret would sit there, and from what I can tell, the Renshaw would've had a 5" gun there in WWII, but this picture is from the 60s, and I believe what you are seeing is a 'weapon alpha' mount, which would launch a surface-to-underwater rocket delivered torpedo.
