Found this series of photos based off the uniforms looks like they are Navy.

Did you find any more information on what those fireworks were on the sides?  I am all for new toys!

I  found some information, but it looks to be a different type than the  pics you found.  This article deals more with Army & Marine tests and usage.  Perhaps they are just dixie cup dispensers! :x
