I believe this is a 1GB and if so, might not be as fast as a 512MB card. Also something to denote, if you have XP Pro 32 bit, the 1GB of video could be working against you.

Graphics card alone isn't enough. You need a fast processor to match. There are settings in AH2 that will severely impact your framerates, namely shadow texture size and self shadow. If you max them out your framerates will plummit, even mine do with a Radeon 4870. I suspect that happens due to running out of video ram.
So if your shadow texture size is enormous try dropping that first. If it won't help turn off self shadow completely - it makes little difference in visuals but gives a heavy hit in framerates.

the frame rate is fine with shadowing off,i just thought this card would play the game maxed out,i have got xp 32bit so maybe 64bit with increased ram would be better, for the record ive got 3.2g dual core pentium cpu and 3gigs of ram at the moment. thanks, shotdown

Nope x64 won't help you a bit if your display ram runs out. GDDR3 or whatever 9800 uses is multiple times faster than your regular DDR2 not to mention system ram has to pass through motherboard or cpu memory controller and pathways. If your card runs out of ram nothing but a better card will help.
You mentioned 'dual core pentium' which I guess means prescott age CPU and not core2duo? You're most likely CPU bound in that case.
Having said that the shadow feature in AH2 is a bit strange to me as it takes huge resources without giving much in return. So I wouldn't invest any time or money on it, just set it to a level that allows you to play well. If it means disabling it so be it.

In a few months, just get an LGA775 MB, CPU and RAM. The rest should be compatible (provided you don't have an AGP card). You're talking less than $350 USD for all 3.
In the meantime try to trim down your Services and Processes running in the background.
