Check to see how many processes you have running. Under 20 for XP, under 30 for Vista is good. The more you have running the more issue you will have. Of those you have running some "may" be stealing your internet connection looking for updates and things. Turn off auto updates. P2P software like napster and others will continue to ping your computer for HOURS after you have turned it off causing connection issues.
These are a few things you can look at before you start screaming at your ISP.

Nope none of the above. I have installed "Whats running" and have turned everything off that is not windows or essential component based. So its gotta be ISP.

Alacrity does pretty much the same thing but turns em all back on when your done and is automatic if you like.....
Might want to try it...... :x

You need to contact your ISP about this. Although you should know, having to go through Level3's network is never a good thing. They make Sprint look good.

Well if it were your ISP and it were your words, what would you say to them? Reroute your signal on to sombodyelses fiber...?

All you can do is call them, request someone other than the first line support folks, as all they will do is tell you, your Internet connection to them is fine.
They need to know you are not a happy camper and why. Point them to this thread, or email the above text file directly to them asking for help and/or and explanation.
If it were me, I would be looking for another ISP that did not use Level3 as a Tier 1 transport.

ISP guy is clueless.
Level 3 guy says there is no problem on thier end. ( I called thier NOC)

Then ask them to explain the packet loss on the connection. Show them the data. You have to understand. Most ISP's will never admin there is a problem. If they do, then they have to take some corrective action. It is cheaper to claim ignorance.
The next line from them will be, "It must be on HTC's end". Do not let that one slip by. As why there is packet loss at thier network's edge and how the remote servers could cause that.

level 3 "If your using something like Ping Plotter I wouldn't believe anything that it tells you"
I didn't even mention ping plotter.
So I said "If this is junk and it is wrong what would you suggest using so that I can see things accurately?"
they said "do a direct scan from your router. That is the only way to get real numbers."
He did say that the packet loss I was suffering from is defiantly not typical and to call my ISP.
I'm thinking at this point its because of over subscription.

Level3's network has been over sold for some time now and they continue to keep selling bandwidth like they have it. Being cheap makes them attractive to many ISP's.

Yea I know about the world of telecom, data sales and over subscription. They all do it. I know I used to sell it. Anyone gotta cheap lead for a ds3?

Did a trace route in dos prompt and this is what I get.

O.K. The cable guys came out and fixed some lines in the house and showed me thier test screen for my modem.
and all was better as far as the signal is concerned.

It is not your immedaite Internet connection that is the issue. It is in Level3's network where the problem is.
The game on your computer will disconnect you from the server when packet loss is too high to maintain a viable representation. WEB stuff is happy to retransmit packets over and over again. Cannot do that in a real-time application without it causing a lot of other problems.
