Title: Aircraft Factory Strat

While we are discussing changing the strats package, how about an airplane factory strat?  Just one type of aircraft factory strat that affects all planes, whose destruction to varying levels would raise the minimum ENY for a country to varying levels -- much like the side-leveling system now.

AW had their Spit Factory.  Was a fun target.
