My wish:
LWO: Large Maps only
LWB: Small maps only
I got two main reasons for that:
First is a quite selfish one: Being a European player, I often go online when the caps on LWO kick in. Coming into an arena with 50 player isn't much fun if they are spread out on a large map like Ozkansas. Thus I think it would improve gameplay for a lot of people, if LWB featured small maps only, as it also is customarily the arena with less players in even when caps are no issue at all.
Second reason is to set up at lees a small, but noticeable distinction between LWO and LWB. Some players love big maps, some utterly dislike them. Having this kind of permanent, reliable distinction between the arenas, it may result in a few more squads & individuals making LWB their "home", as HT himself once hoped it would happen:
I unhid the 2nd late war today. In hopes some squads will make it there home selection.

How does that "split" the community any further than it is now? See Hitech's quote: He hoped that some squads would make LWO their "home" and some LWB - that's a "split" too.
Further, my wish isn't having any other impact on players - same planeset, same gameplay mechanics, and you can still hop between arenas, which retain their common stats.
I see no ill effect in having large maps in the most used arena ans smaller maps in the lesser used ones. We already often have that happening. In fact, LWO is already a "large map only" arena. On the other hand 50 players on a large map in LWB isn't much fun.
It'S not like I proposed something like "furball arena" vs "win the war arena" or different planesets or anything like this.

They would have to change the arena cap system a bit to accomodate this if the player migrations went the way you envision...and it would end up contributing to the hoarde issue in both arenas. From what I've been seeing the 2 LW arenas are only "low population" during certain times...during those times having smaller maps on at least one LW arena would be great for those who are able to get online...during peak hours when both LW arenas are nearly full, big maps only.
Would be nice to have the EW and MW using smaller maps (20 or so bases max for each faction)...

I dont like this. I wish the large maps were always in rotation. I understand there are hours when there are not many people online but worse is when both arenas are nearly full and while one has ENY so high you cant fly anything but an M3 or C47 the other cant be entered at all!

Your statement is wrong. Highest ENY possible is 29 (and this one is actually quite rare), so the choice is never restricted to "just C-47 or m3".
Also you can switch sides if you absolutely have to fly a low ENY plane. (Which also improves gameplay for everyone).
And finally, size of map doesn't influence ENY at all. If you have 29 ENY on a small map, it would ahve been the same on a large one, so my wish wouldn't change anything for you.
But you can't get around being on a large map with only 40 players dispersed all over it. And unlike 29 ENY, this happens every evening to me ;)

+1 - not sure why you'd need to change how the cap works either to be honest.
