Title: Captured bases starting leveled

It is one of my wishes that a newly captured base start with most, if not all, hangars down, ord, troops and radar down after the initial takeover. I think it would add another facet to the landgrab game by causing folks to want to resupply it. Supply lines are important to advancing into enemy territory, I just think it would be neat if this was to be mimicked in game. I'd also like to see perk awards raised for people who do resupply bases in general.
