The prop only has a finite range in pitch that it can use to remain CS - once you go too fast...

RAM when you go fast, the prop will "windmill" - the airflow is driving the engine instead of the other way around. (http://bbs.hitechcreations.com/smf/Smileys/default/smile.gif)
The prop will go to the coarsest pitch setting to compensate but the pitch range was not always enough to keep the speed under control, even if the pilot pulled the throttle to idle.
