Judging by the spelling of "programme", this sign isn't in the US. The fatigues and AK make me think it's somewhere in Africa. That, and the AIDS thing.

It's part of AFRICOM (US Africa Command) DHAPP program and this particular sign is outside of a Gambian military compound.
