Attempted to really cleanup my system by downloading & running CCleaner &
Malware pgms. To my surprise, upon clicking on the new downloads the following
error msg appears :huh :"Windows cannot access the specified device, path, or
file. You may not have the APPROPRIATE PERMISSION (my caps) to access the item."
I tried again, login as administrator, but w/similar negative results. Never had this problem in Windows XP SP2!
Removed the 2 pgms , logged off & on again, redownload the pgms with no improvements whatsoever ! Need help people.

Tried switching UAC off by going into Control Panel>User Accounts. Switched UAC off, restarted my PC, tried clicking on CCleaner with similar NEGATIVE results.
Thought it was an antivirus problem, switched off firewall & antivirus programs,
clicked on Malware pgm, & was rewarded by the same negative results. In both cases I logged in as Administrator.
Reinstalled firewall & antivirus pgms, tried clicking on CCleaner but the efforts
proved to be unsuccessful. Insofar, Google 's no help :mad:

Tried ur url .... on 3 different settings ... nothing worked!! A real bummer!

The top setting is the only one you should need but the message you are getting I think indicates you dont have permission/rights to save that type of content or execute that type of file since it comes from outside your network. Right click on the file and then check the properties where you should find an 'Unblock' button.

TY Chalenge .. did as per u instuctions ... there's no block or unblock in my CCleaners v 225 properties. Checked to see if my firewall was blocking it, it's not ..
CCleaner's allowed.

Hellfire did you already install CC and this message pops up when you try to run it or does this message pop up when you try to install CC?

Already installed & when I click on it to run it, the msg pops up...tried several other
downloads, setup a success, however running it generates the odious msg. :(

Okay... right click on the shortcut for the program and choose properties. Next click on the security tab and check your username and check your permissions to see if anything is set for Deny.

Checked everything, as I'm the owner & administrator, I've Full Control, EVERY-
THING is allowed me & nothing is Denied.

Uninstall it and start over from scratch. ;)

Did it thrice & it didn't help, likewise, I tried things that I read from the Google site
hoping for the best , unfortunately, w/o success.
The UAC is preventing any NEW downloads, the old, b4 the trouble began, I can open & run with no probs. Microsoft's no help.

vista is a beast easier to start from scratch.
if you can go to windows 7 you'll be alot happier

If you used TweakUAC properly then UAC should be completely off but I guess its possible that you had something set wrong before you tried TweakUAC which is quite possible if you went messing around in User Accounts before.

Never messed arnd purposely with UAC prior to this problem I'm having, tried everything I could think of to REPAIR VISTA, however that's wishing for the impossible, scoured Vista Forums, chgd my profile to a new one, restarted PC, problem is ever-present, seemingly stubborn in all aspects!
Chkd my "services.msc" under 'Run>cmd' in the hopes that I might have disabled something I shouldn't have, to right my wrongs, I set on Manual all disabled settings. I expected the end results to be positive, alas, such isn't the case ... the problem is still existant!
My PC runs on Vista SP1 HomePremium if any1 having a fully functional, 100%
well running system, could u send me ur 'services.msc' or Config files so that I'd be able to chg the settings to yours, please? Thx for ur courtesies & help.

The one thing I learned the hard way about UAC is you cannot reliably turn it off on a Vista system after the system has been running (installed applications, files,...) for any period of time without really making a mess of the computer.
It gets real easy to get Vista to the point it will not even be able to do any updates from Microsoft. Once that happens, all you can do is reinstall the OS.
Better yet, dump Vista, and get Windows 7.

Thx for ur advice & suggestions, it seems that I'll have to purchase Windows 7 much sooner than I expected, this UAC problem is something else!
Btw, I downloaded & applied "Black Vipers Config.files into my registry" expecting
seamless operation of my system, but to no avail, even though I've my UAC turned
off!

My father had this same problem and like Skuzzy says the only solution was to reinstall the OS.
