There was a major bug with minimizing the game so we decided to kick out a quick patch before most people got the new version.
Version 2.17 Patch 1

Fixed a bug that caused the game to not come back up properly after it was minimized.
Fixed a bug that caused the HQ not to be displayed until the City relocated.
