When I have the detailed water on and I'm in a boat or on a carrier, I see the ship wakes in the sky collored orange.

Well seeing as its only you with the problem it is most likely NOT a bug. Most often in things like this its a driver related issue on your computer or a resource issue... as in your computer is to weak to have all the fancy eye candy run on it.
Post your issues in the technical thread with a copy of the top third of a Dxdiag report from your computer. You'll get more responses.

The detailed water option has orange waves in the sky when it was on. It does it with the PT Boat, Carriers, Battleships, Cruisers, and the tanks the can go through the water.

where's your Dxdiag report?

Could you tell me where on the computer. I can't find it.

Goto start/run, and type in dxdiag and hit ok. Give it a minute or two to finish, then click on the "save all info" button on the bottom of the window. Save it to where you can find it...desktop, or MyDocuments. Open it with notepad and cut and paste the first third of the report here on the boards. The first third should get you to about the "directInput Devices" section.

Yes you have a weak computer. It only has 1 gig of ram (windows XP needs most of that to run) and you have an Intel graphic controller which means you have an on board graphics card, and those are not meant to run 3D graphics.
The grafics problems your having is most likely due to this. Turning off all of the extra grafics as well as setting the textures to 256 may get the game to play smooth for you, but you won't be able to run the water and shadows and such with that computer. Sorry.

Agree with Fugitive.
If that GX260 is a tower unit there is an AGP 8x slot on it...you could put a much better video card in there for around $100. The memory is probably 128 pin DDR 266Mhz...if so you could upgrade to 2GB DDR 333Mhz for under $70.

You are both CPU and video card bound. The Intel video chip is a very low end video card.
In order to have any chance of playing with a decent level of performance you will need to do the following:
In the games "Video Settings"
1) Set the "Maximum Texture Size" to 128.
2) Set the resolutiuon to 1024x768, or lower.
3) Make sure the anti-aliasing slider is all th way to the left.
In the game under Options->Graphic Detail->Advanced.
1) Uncheck all but "Bump Mapping" and "Detailed Water".
You also need to make sure you have the latest video card driver from Intel.
