Title: strats stay retreated.

Rather annoying "bug?" which means theres never anything to bomb, unless you want to fly 500miles? (return).

Love the new cities, and dont want to go back ever... i just wish we had more targets, so when the main city has retreated theres still something local to milkrun....cough bomb  ;)

yeh i looked for thread titles about strats and didnt find any. So then created this one. Not a Map bug, since it seems to be happening on *ALL* maps :(
