hlbly, make sure that the USB ports are not set for energy-saving or sleep mode...... ( on the Computer USB port(s) )
I am not familar with Vista, so can not tell you the exact way to fo about it... but make sure your USB is set to always on.....
I think this might be your problem....... if the USB does not detect any activity it goes into sleep mode or energy saving mode and releases its address so to speak.......
always on mode will not let this happen..... if I am not mistaken......

Is that hub on a hard wired USB port or on an "external" port? And, is it sharing the internal USB controller with something else (keyboard, mouse, headphone/mic, etc...)?
I assume you're using it for your flight control setup...if you have anything else plugged into it besides that, don't...then make sure the hub is plugged into a hard wired USB port on a system USB controller all by itself. That will eliminate any chance of resource conflicts (very rare on systems but can happen). And do what TequilaChaser said.
I've also seen rare instances of short circuits caused by various things that have caused the same issues...
Just covering bases...

I have an external Usb hub and the best way I have found to keep it awake is to plug my usb mouse into it .
That way it is always connected and my controler is always working. Give that a try and see if it works

Make sure your power management setting for your computer is set for performance, not power saver. Its a funny Vista thing.
