Title: Vertical Sync related to Ping?

I notice when I turn the V-sync off on my ATI 4870 512 video card my ping rate drops.  The only discernible difference I notice in game play is in level bombing accuracy ( its worse ).  With V-sync on I get 60 FPS and a ping of 31-32.  With V-sync off I get an average of 110 FPS and ping of 15-16.  Has anyone else noticed this?
