It's rather simple.
Close the base to HQ, better planes it has.
Further away - worst. Front line would have things like 109F4/g2 Spit5 202 Zeke, next base in 190A5 Spit 9 109g6 so on, you get my drift.
Bases captured do not inherit the planes of the enemy, they stay on the "worst" side.
Now, they can be "supplied".
For each C47 that lands at any forward base, planes of "one step up" categoty on the ladder of quality become avaiable for 10 minutes.
( same for M3 ? )
This could also be tied into the train system. Would require people to defend trains.
Another benefit is that it would make it harder on attacker further in-land he gets.
Maybe this would alliviate some of the numerical offsets we see in the arena.

It would be ok, but the 'I paid I have the right people' would explode of course.
I just wonder why the perking can't be used for strategic stuff as well. There are tens of possibilities. Perk prices and what planes are perked could be linked with:
number of players each country have
number of fields
damage/supply status of field and town
damage/supply status of factories
damage/supple status of Hq
field position and size

I've noticed something about perk rides. I don't see many of them, until said country is in dire straits. Then all hell breaks loose and you find a perk over every field (especially the CV's). We had knights down to three fields the other day (one being the CV) and when I went to smell out the carrier there were two 262's CAP'ing. Disgraceful!
It died anyway.

Interesting ideas, but it seems the majority of players want to fly what they want, where they want and when they want. So that's how the MA should be, whether or not it has parity or fairness.

Yeah, idea is good, put this would be better used in a "historical" arena.
It's naturally harder to hold on to fields deeper in enemy territory. The enemy has fewer fields to spawn from, so they are more concentrated, and make the fields harder to capture.
