This is almost as bad as the Il-2 rudder problem in that it won't go away. Ostwind is firing two shots instead of one regardless of trigger press... again.

same if your on a ship 5" gun, change from aa to he, you fire almost immediatly.

Nope, that's a different bug. Also long-standing in that the reload cycle for 5" guns has never been implemented across ammo types (i.e. each ammo type has its own reload time instead of setting one time for the gun). Its been around since the 5" gun was introduced back in 1.05 (I've been here a day or three).
This bug always fires two rounds from an Ostwind. Doesn't matter if you're holding the trigger down, or just pressing it once, two rounds will always be fired. Watch the ammo counter and you'll see the round count going down by twos. Watch the hit sprites and you'll never see a single, always twins. This is a very long-standing bug that has affected every automatic heavy cannon in the game at one point or another. The Hurri 2D, Yak-9T, and Osty have been the longest suffering under it, but this is the first time the offending cannon fires two rounds all the time. Usually it was the first press of the trigger fired a pair instead of a single round. The aircraft got fixed, but this has never been completely solved in that it pops up again and again across versions.
