Title: ENY adjusted for 3 sided countries

Would like to see ENY adjusted so if say if Bish had the lower numbers then ENY for the Knit and Rook bases closet to the Bish fields would be adjusted. However the ENY on the Rook - Knit Battle area fields remained unchanged. Just an idea that may ease tensions on ENY a little.

I think it would be nice if there was a Zone Eny'ing system that updated every 5 minutes. +1
