Can I enable this to quickly look around a terrain offline? How?

you have to set it up first.

you have to make sure it is enabled.

so if you do the above 2 things then yes.

Look under arena setup > view flags, think there's a checkbox there for "CM eye mode".

Go into your controller mapping and set a button to "CM eye move forward".  While in the tower hit F5 to go external, then you control your view using your stick just like a plane, your throttle setting controls how fast you actually move across the terrain when pressing whatever button you set for "move forward".
