Replace your empty default Sounds folder with your new, unzipped Sounds folder (the soundpack). That's it.

also when im prompted to open or save the file which do i do?

Save it to desktop or wherever, unzip it, paste in in your AH2 folder, overwriting your original, empty Sounds folder.

if u have two separate AH folders with all the game files and crap in both just put the sound pack in both of them or a different sound pack in each one.

If you have done things correctly, your sounds folder in the Aces High directory will now be full of various *.wav files. If not, you have not installed the sound pack as intended.
The default sounds in AH are not visible as *.wav sounds so what happens is that the files you place in the sounds directory are used in preference to the default sounds. The sound pack files have indicative names like "stall.wav". This sound file is for the stall warning buzzer.
So far as I am aware you should not have two AH directories, so perhaps you should query this in the technical support forum.

I forgot to mention that the sounds directory will then also have a subdirectory for each aircraft / vehicle with the associated *.wav files in each.

You should only have one Sounds folder in your AH Folder. If you have two for some reason, delete the second one. The default Sounds folder will be empty. If you use a soundpack, overwrite the default the original Sounds folder with the soundpack (which needs to be named Sounds).
