Title: Radar Bug

The radar ring appears at 20 miles but the base still doesn't start flashing until 12.5 miles, like it used to be.

There is a con in 10.5.8, but CV is not flashing.

I have seen this numerous times since the new radar settings.

This is not a bug but a deliberate decision. Base warning range is independent from radar settings.
