When I enable Vsync on the geforce like you instructed, I get a lot of blue flashes on AH and other anomalies.
When I disable vsync, it fixes.
I am using 6.50 on a GeForce2 gts 64mb and a Duron 1ghz, 256mb sdram and a cheapo 17' monitor at 75Hz

Like I have said, I have not tried this utility to enable V-Sync yet, so I am not sure how it accomplishes it.
It could be introducing an anomaly which might cause this. Try setting the mipmapping level to "High quality" for the interim.
I guess I need to try this utility and see what it is doing to cause this. Enabling just vertical sync should not cause any types of flashing, so (and I am guessing), something else must be getting effected to cause these problems.
I will research this more to see if I can find out why this would happen.

If you check the "Force Antialiasing" box in the 3D settings you'll eleminate the blue flashes and have a much better picture at the cost of a few frames. Go with the 2x2 default AA method as anything higher gives a significantly higher FR hit.
Also, get one of the Ge-Force tweak utilities for more control over your card.
