Run a PingPlot to 206.16.60.38 and see what it looks like.

If you don't already have it, download the freeware here http://www.pingplotter.com/freeware.html (http://www.pingplotter.com/freeware.html)

Type in the numbers like Skuzzy has posted where it says IP ADDRESS. To make sure you get a good read, sample say around 100 times with a delay of 2.5 seconds per sample is how I always did it. Samples to include- however many times you set to trace.

Run it while playing, while getting booted and as long as it takes to finish up the pingplotter afterwards.

Once it has run,  Edit> Copy as text> Post here

Hope this helps.

Try another USB port for the track-ir device.  If the USB port interrupt is being shared with a sound card device, it could cause problems.  Typically there are two interrupts used for the USB ports as most, if not all, computers have a 2 port USB hub built in.
