I want to be able to tune graphics settings HIGH for the video card and in-game.
At the same time I want fluid-smooth 60fps regardless of the situation in the game (acks puffing, etc)

I get 70 with 4850 Ati which is not best Ati out there.
That's every on apart from water reflections which hits fsp.

Your frame rate is going to depend as much on your CPU as your graphics card. AH is very processor intensive as it does a lot more flight model calculations than most flight sims.
You can get a situation where your graphics card is hanging around between frames waiting for the CPU to do its work, in which case a better video card will make no difference. A better question might be: "what video card will be a good match for this CPU/motherboard combo?"

I'm getting 60fps with a 3 year old machine and an ATI HD2600XT which was a 100$ card when I bought it.
Enough CPU/Ram solid Motherboard, and any reasonably good card with 512 mb of ram should set you up.
Take the time to truly research what cards are good, which are great and which are great but cost 3x as much as the rest.
