I cannot get a trace back to you due to the packet loss in the Level3 backbone.

As long as Charter uses Level3, there is going tobe packet loss.  Level3 is the primary carrier for Netflix streaming service and they have now prioritzed Netflix traffic over everything else making the congestion appear worse than it already was.

I feel for anyone stuck off the Level3 network.  It is going to get worse.
