Is there a way to turn down the lethality of base ack in offline mode?

Yes. Go to Options -> Arena Setup -> Environment -> Arena Settings. Then, click the drop down that says "General" and pick "Weapons." You should see settings for "GroundAutoLethality." Change those to your desired values.
