Simple question...
How can one upload and make his custom skin visible to everyone?

Note that only historical skins are being accepted.

well only the skins you make can only be viewed by you offline not online. If you want you can make a historical skin which you send to aceshigh and wait a really long time for them to come back and tell you yes or no.
