Got my card in today, installed it, all the jibberish cleared up,seems to boot normally, after i get the Windows logo with the little loading meter, it goes to black screen, just as it was doing with the defective card. Google isn't turning up much, mostly disabling on-board video chips. As far as i know, it's never been "on" even if it has one.

You can look at the back of the computer and see if you have a vga port on the motherboard. If thats the case Windows probably is configured for two monitors and the active screen doesnt exist. You will have to use the MB vga port in order to boot and disable it. But before disabling it you will need to go into Windows and make sure your new card is installed with the new drivers and so on.

Does your BIOS have an option to choose between video booting from PCI and PCIe?

not sure,,but i did find Primary Graphics Adapter (PCIEx)

Well thats probably what you want since I dont know of a 460 (I think you said you bought) that is PCI.

Power supply not feeding the card enuff juice to display desktop?

Have you tried booting into Windows in safe mode?
