 What the method to make a section of cliff along a shore line?  Is it possible to make a sheer cliff right on the coast without getting and error?
 when i have a rise close to water I get the error message... cant have more than 6' rise thing ...am I missing something?

You need to move a half grid square inland before making a sharp elevation rise for a cliff.  That way the water will be untouched.
