I think he's talking about the cards you get at walmart, etc... that you can purchase and then go online and put in a code and get credit for it.

In that case, the answer is no.  If you don't have a credit/debit card then you have to get a money order and mail it in to them.  The good news is you can pay for several months in advance if you want.
