How dose the offline mission work? Is it something that you can set up where they can attack you?

Yes, Oakranger. The offline missions are a lot like online activities, but your plane is the only one flown by a human with a brain. The other planes use "Artificial Intelligence" to more-or-less follow a prescripted mission. It's fun, and it gives you a great chance to practice basic flight maneuvers and combat tactics in a controlled, zero-cost situation while you build up your skills. The enemy aircraft maneuver both offensively and defensively.
However, there are no sinister surprises of the type you get online versus a clever, original opponent. It's all more predictable.

Just looking at some of the mission that been made and did not notice any with GVs. Can GVs be used?

I don't think the Mission Editor has any support for Ground Vehicles. Your airplanes can be assigned a "TAXI" segment to drive slow patterns on the ground, but no Ground Vehicles are listed for assignment to routes.
