how is the BREW not perk in EW

In EW tour 132 Brewster had a k/d of 1.38 and Hurricane IIc had 2.30 and Hurricane is not perked either.

If Brewster ever gets perked in the EW, Hurricane should be perked before it have a clearly higher price.

The real question should be: Since the Brew is so dominant in LW, why isn't it so in EW?
