without an operating system i can get to right about $600 with a custom build "do it yourself" based on an amd dual core 3.1ghz athlonII and an asus am3 amd 870 chipset mobo...

What do you want to do on this computer? Gaming, photo/video editing, or just internet brousing and checking e-mail?
I have a few computers I can get rid of, but don't want to sell them if they will not meet your needs.

Go bare Bones. Ships you everything you need. you put it together. If you have a company build it for you, half the price is in labor.

I used to build my own but I found that CyberpowerPC could send me a working, tested & warrantied computer for a few dollars more.
