Title: CAP system for Late War Arena

There must be a bug when one arena has 200/200 the the second has 85/300 at the start of the evening.


Shouldn't the CAP system have performed a better job to balance the sides?????
  Perhaps it's time for a single late war arena.

85 split three ways does not make for an interesting evening of  fights.

200/200 simply means full now.
