Each side has evacuated and dispersed all military assets from their cities.

The cities are not currently considered important targets.

Only point of the city is to resupply the others, and if I'm right the resupply is disabled in this setup, so the city doesn't do anything.

In other words, bomb the ACK!

That is correct. In this case the strats are the direct target scoring objective. Not for their auto effect on base supplies.

We were holding the city strats in reserve, to add if it proved that the factories were too easy a target.
