I assume that's the standardized test that the poor high school students must endure?

Every state does that. In Kentucky it was called CATS testing (Get it? Wildcats? ;)), Indiana has something like that too but I wouldn't know what it's called.

it was TAKS here in texas but now its the STAR test

Life's been getting better and better for thousands of years in a pretty linear trend. Sure we trip about three or four times a century but we always get back up. A given year might not be better than the year before it, but it's always better than the decade before last.
