See Rule #14
-
oh say can you see
by the dawns early light
what so proudly we hailed
at the twilights last gleaming
whose broad stripes and bright stars
thru the perilous fight
for the ramparts we watched
were so gallantly streaming
and the rockets red glare
the bombs bursting in air
gave proof through the night
that our flag was still there
oh say does that star-spangled banner yet wave
for the land of the free......................... ....!
and the home of the brave

Quoting the petition:
Also, make it a felony for a parent, legal guardian, or caretaker to not notify law enforcement of the disappearance of a child within 24 hours, so proper steps can be taken to find that child before it's too late.
Don't the cops treat everything as a runway for the first 24 or 48 hours anyway? (yes I understand the girl was 2, but this law will apply to all kids)

I think it would depend on the department and the circumstance of the subject. Some might treat the reported missing person with utmost importance, and some others might be more laxed about it until a day or two has passed.
For example, a police department might not put as high of a priority on a healthy, functional 16 year old boy who didn't return home after 24 hours as they would for a 10 year old kid who didn't make it home after walking back from school.

Do I need to remind everyone rule #14 violations are met with an automatic 1 week (first time offender) suspension from the board? Even if you simply quote it, you are in violation of rule #14.
