In the dueling arena terrain, at the tank island, the ground registers as water. You shoot it, it kickes up dirt, but you see the wake when driving in an LVT, and tanks sink into the nonexistent mud.

whats your graphics settings?
-
slider is set to speed, not quality, zoom distance set to ~1.5miles, 800x600 resolution, no anti-aliasing, max testure size is 1024.
But wouldn't that have more to do with what I see, not how the ground functions?

Do you have "detailed water" and "detailed terrain" enabled? Without that, you see the terrain texture that's under the water tile.
Examples of settings:
Clickable thumbnail; click the pic in Photobucket for full-size, as it seems to load smaller (like 60% or so)

When I'm having issues with driving my tanks into the water, yes, I do. But the point is that the ground was behaving like water, not that it looked like water.
When I shot at it with the pintle gun, dust was kicked up, when I upped an LVT, I could see the wake, and it behaved as if in water (kept moving forward when in neutral, sluggish turn, speed limited to 5mph or whatever it is, etc.).
-
Enable 'detailed water' and it should remove the 'issue'.
It was (IIRC) a design choice made by HTC.

Where on Tank Island is this happening? I just tested it offline and everything seems fine to me.

was happening at the SW spawn from V34 (I think its V34 anyway). but Joe was right, issue was resolved.
