back in the day everybody would launch from the 10k base in the center of that one map and drive right to the city and level it to 0% and then after being slaughtered up again and fly en mass in a massive bomber raid with escort to the enemy HQ.
now that everything gets resupplied in 5 minutes the strat needs a better carrot on a stick.
why not get into ultra dweeby "this is a game mode" with a plausibly positive incentive for the attacking country that puts in the effort to drop City and HQ...
when you drop an enemy city and an HQ you get a bonus to the accuracy (fog of war off) of your own enemy Darbars across the entire map for the full duration that the enemies HQ would have been down before the city/HQ got resupplies. (2+ hours or so)
This may sound gamey but could be rationalized as the enemy country has lost its ability to give your HQ false and misleading information and your HQ is now getting a clear picture of the enemies activities in the form of accurate darbars that read all enemy activity across the map on a sector basis. radar dots are not affected for the attacking country imo.

personally i believe that the city should be linked to support zone strats like we had as a supply chain. production starts at the cities, goes to the strats, then to the bases.
take out the strats and time goes up, take out the cities and time goes up and take out both and time goes to maximum downtime.
have capturable zones back also if we could. add a major bonus for taking out the cities and HQ and you have a major working supply and strategic setup again <S>

While I understand the carrot idea it just isn't going to work with todays players.
You want them to hit the HQ or depots then you have to make them a requirement to win the war, or make them make winning the war easier. I'd almost be willing to bet that winning the war isn't even the top thing in these guys minds. It looks like the capture of a base is their top thing, the accomplishment of it. They all pat themselves on the back and look for the next easiest spot to grab another.
Tying the HQ and strats into that I don't think can be done. They look for that quick gratification. As a single beating someone else in a fight isn't a strong possibility, so they team up and even if you miss your target your still part of the "win" when the capture happens. You can completely fail and still win

is it just me or is fester obssessed with strats? almost as bad as 321bar and the m-18. :lol
keep trying fester, you will come up with a winning solution sooner or later...+1 for anything that puts strats back into the war. :aok

Still liked the old strat system myself. Now that all the strats are clumped together, I very rarely find myself in
a bomber anymore.

I'm tired of them disappearing/moving before my bombs hit.

+1 to form of a bigger incentive.
There really isn't much of a carrot dangling to hit an enemy HQ.

I hate to say it, but the entire Strategic system needs an overhaul. It was pretty thin before, but now it is non existent.

This is one of the things that does bother me. A few weeks ago I took part in a massive B24 mission where we hit the Rooks HQ. We lost a lot of bombers and escorts on the way in but we still had just enough to do the job and we successfully dropped the HQ. However, before we had flown 20 miles the rooks had already up-ed 10+ C47s and the HQ popped before we even left the sector.
