Currently we have 3 countries each starting with an equal amount of bases, and then the war progresses who can capture all the bases the fastest...
...Well how about this...
Instead of a preset equal amount of bases already assigned to a country, how about each country starting with only 4 bases (3 located in the center of the map, and 1 located in the rear next to the city) and all the other bases are left abandoned. These abandoned bases are undefended and only takes 10 troops to capture...all you have to do is bring the goon and now the base is yours.
The one in rear will be uncapturable, so if you loose all 3 bases in the center you still have a place to launch. (This should not happen if you start capturing bases from the get-go.)
You will have a couple of options while in the beginning:
1.) You can go and capture bases for your country and spread as fast you can. This WILL require teamwork if you want to get as many bases as you want before the other guys.
Or
2.) You can go and fight the other countries if all you want to do is furball.
Own 85% of the bases, your country wins.
Basically what we are doing here is that you are creating your own war machine from scratch, you DO NOT have to do this as the starting location does provide an area where you can just furball till your blue in the face.
I do think this will get people more motivated to capture bases more often if you have a chance from the beginning to get a huge 1 up on your enemy by putting team effort into the war effort.
Thoughts or anything you guys want to add?

The game is about COMBAT. Setting it up so you can run bases without combat defeats the purpose.

The game, according to what I've seen HTC post on the boards, is about combat.
IMO, the ability to capture bases is just one way to promote combat. Capturing bases should not be the ultimate goal, but rather the byproduct of combat. Your idea does nothing to promote combat; it only provides a path of least resistance for the hordes of locust who only see the game as a one-dimensional landgrab game where the goal is to capture as many bases as fast as possible and reset the map as fast as possible.

So what you're saying is I will have to up from some base somewhere else (because I don't own this particular base and can't up from it), fly to a neutral base somewhere, and hope I get there before the locusts drop their meat bombs at the undefended base.
I still fail to see how this idea promotes combat.

All I am saying is that I just threw an idea out into the air and it landed flat on its face!

No it won't because once defenders start to up, you'll move to the next undefended base until someone ups from there and then you move on to the next undefended base. As people pointed out, it's not combat you want but it's what you want to avoid.
Why are people so afraid to engage in combat in a PvP centric game?
