Title: FSO October 2011 - Setup Adjustments

Ladies and Gentlemen, Greetings!

After much discussion on the CM Team about plane endurance and flight distances, the following changes will be made to the setup for the current FSO:

1.)  the fuel burn rate will be changed from 1.5 to 1.0

2.)  the carrier fleets will be placed very near the center of each "containment zone" before they are turned over to player control
